Evaluating Strategies to Prevent Overfishing

Two towns, Northwood and Southwood, share a lake and are facing a decline in fish populations due to overfishing. Both towns would be better off in the long run if they mutually agreed to limit their daily catch, but each town is tempted to fish as much as possible for short-term gain, especially if they think the other town will limit its catch. Propose two distinct strategies to encourage mutual cooperation (both towns limiting their catch). One strategy must be based on a direct financial reward for cooperation, and the other must be based on a financial penalty for non-cooperation. Evaluate the potential effectiveness and challenges of each of your proposed strategies in making mutual limitation a stable outcome.
