Evaluating the Economic Impact of Emissions Regulation

A business leader makes the following statement: "Government policies that force companies to pay for their pollution, such as requiring them to buy emission permits, are nothing more than a tax that stifles innovation and hurts the bottom line. The only outcome is reduced profitability for businesses."

Evaluate this statement. In your response, explain the economic mechanism by which such policies are intended to work and critique the leader's claim that they only reduce profitability without encouraging innovation.
