Evaluating the Equity of a Coastal Protection Plan

A coastal city proposes to build a large seawall to protect valuable beachfront properties from rising sea levels. To fund this expensive project, the city plans to increase property taxes for all residents and authorize the construction of a new luxury hotel on a coastal wetland that currently provides natural flood mitigation for adjacent low-lying, lower-income neighborhoods. Analyze this proposal by identifying the different groups that will likely bear the costs (both financial and environmental) and the groups that will receive the primary benefits. Based on your analysis, evaluate the fairness of this plan.
