Evaluating the Fairness of a Redistributive Policy

Consider a government policy that requires landowners to give a much larger share of the crop harvest to the tenant farmers who work their land. This action significantly boosts the income of the very poor farmers but reduces the income of the wealthy landowners. Assuming the country's total agricultural output remains the same, construct an argument evaluating whether this policy should be considered 'fair'. In your argument, you must weigh the benefits to the poor against the losses to the wealthy.
