Evaluating the Limits of Property Rights Solutions

While defining and enforcing property rights can be an effective method for resolving local externalities (e.g., a single factory polluting a specific river), its effectiveness can diminish when applied to large-scale, diffuse externalities (e.g., carbon emissions from millions of sources contributing to global climate change). Evaluate why assigning property rights becomes a significantly more challenging solution as the scale and complexity of an externality increase.
