Evaluating the Royal Navy's Prize Money System

Consider the system of distributing prize money on 18th-century British Royal Navy ships, where a small number of officers and the captain received the vast majority of the spoils, while hundreds of ordinary sailors shared the remaining fraction. From an economic perspective, evaluate this system. In your answer, discuss one potential argument for why this highly unequal distribution might have been considered 'efficient' at the time, and one argument for why it would be considered 'unfair'.
