Explaining Bala's Optimal Choice

Two farmers, Anil and Bala, face a pest control problem. They must independently choose between using Integrated Pest Control (IPC) or a chemical called Toxic Tide. The table below shows their profits for each possible combination of choices. The first number in each pair is Anil's profit, and the second is Bala's profit.

Bala chooses IPCBala chooses Toxic Tide
Anil chooses IPC3, 31, 4
Anil chooses Toxic Tide4, 12, 2

Based on the profit numbers in the table, explain why choosing 'Toxic Tide' is always Bala's best strategy, no matter which strategy Anil decides to use.
