Explaining Technological Choice

A multinational electronics company operates two factories, one in a country with high labor costs and one in a country with low labor costs. The factory in the high-labor-cost country is highly automated, while the factory in the low-labor-cost country employs a much larger workforce with less automation. Both factories produce the same quantity of goods. Based on the economic model of technology adoption, explain the most likely reason for this difference in production methods.
