Explaining the Unemployment Benefit Puzzle

Standard economic models often predict that generous unemployment benefits will lead to higher unemployment rates. However, some countries successfully combine high benefits with low unemployment. From a theoretical standpoint, explain how it is possible for two different, stable outcomes (equilibria) to exist regarding the relationship between unemployment benefits and unemployment rates.
