Part one discusses improved government understanding and approach to disability and gave a profile of people with disabilities (as well as non-profits) in Portugal.

Part two is broken up into two chapters. The first gives policy strategies for three areas of intervention. The second gives three conditions for intervention.

Part Two of PAIPDI

CDA's are useful in giving insight into sociopolitical changes. The author follows Norman Fairclough's approach of CDA which uses a three-dimensional model. The CDA analyzes discourse and other non-discourse practices within the social context, from a dialectical standpoint. Discourse as such is defined as phenomenon involving social interactions and influences, including institutions, belief systems, and material practices.

Critical Discourse Analysis (CDA) of PAIPDI

The plan is seen as the main instrument towards the push for greater consideration and integration of human rights into Portugal's disability policy sector. A collaboration between the Office of the State Secretary for Rehabilitation and the National Secretariat for the Rehabilitation and Integration of People with Disabilities, the plan appears to require a certain level of literacy to be read based on how its presented (bureaucratic and managerial positions).

Disability legislation is making a change towards policies more focused on individual human rights. With the institution of the PAIPDI, the country, like many other European countries in current times, isworking towards a renewed and improved understanding of disabilities with the goal of more just practices.
