The Vaccine Presentation and Packaging Advisory Group (VPPAG) is pushing for manufacturers to use of GS1 barcodes at all levels of vaccine packaging. This recommendation comes after an assessment of the viability for WHO vaccine pre-qualification, and does not extend to primary packaging. Many companies within DCVMN comply with Gavi and GS1 barcode standards.

Filling and finishing is the final stage in the process of vaccine manufacturing and also the most vulnerable to experiencing congestion in production. There are a number of possible solutions for this issue:
-Facilities producing influenza vaccine are likely to have excess capacity for manufacturing
-Adding shifts 
-Companies with a lot of staff and resources are leading the way in building the filling capacity for COVID vaccines
-14 DCVMN members with excess capacity and resources have expressed their capabilities and willingness to tackle surge manufacturing or filling. - --Many members have available resources for formulation and fill-finish.
-Fixing holes in the supply chain



Fill-finish and distribution

GS1 is a non-profit involved in global business communication standard development, including maintaining the barcode which allows one to automatically gather data. GS1 regulations extend to Global Trade Item Number (GTIN) encoding.
