Start by writing out the name and purpose of the page. Then, think through what users want from the page, focusing on what questions they may have (based on prior research and personas). Sort the questions into general topics, then rank topics from most to least important to create your content frame.

How to create a content frame

Once you've created your content frame, it's important to test with stakeholders. Ask them if they have enough information to complete the task based on the content in your content frame. Use this feedback to validate if you have the right content in the right order. Make any necessary modifications, and repeat this step until you find the best hierarchy.
