Incentives for Technological Adoption

Consider the economic conditions in two different regions during the 18th century. In Region A, wages for workers were exceptionally high, while the price of coal for energy was very low. In contrast, Region B had very low wages and relatively expensive coal. Analyze how these different cost structures would likely affect a business owner's decision to invest in new, coal-powered machinery designed to replace manual labor. Which region's businesses would have a stronger economic motivation to adopt this type of technology, and why?
