Individual vs. Collective Bargaining Power

A town's economy is dominated by a single large factory. Explain why a single resident threatening to leave town has less bargaining power to improve local environmental standards than the town council negotiating on behalf of all residents. In your answer, contrast the 'leave-town' condition for an individual with the collective position of the council.
