Interpreting Climate Data Statements

During a policy debate, two officials make the following statements regarding atmospheric carbon dioxide (CO2):

  • Official A: 'Our nation's annual CO2 emissions were 5% lower this year than last year. Our policies are successfully reducing our impact.'
  • Official B: 'Despite that, global atmospheric CO2 concentration, measured in parts per million, was higher at the end of this year than it was at the beginning. The overall problem is still growing.'

Assuming both officials' data is accurate, evaluate their claims. Can both statements be correct at the same time? Justify your answer by explaining the relationship between the yearly addition of a substance to the atmosphere and the total accumulated amount of that substance.
