Short Answer

Justification for Discounting

An individual choosing not to save for retirement might be described as having a high personal discount rate. In contrast, when evaluating a climate policy with impacts 100 years from now, a policymaker might use a societal discount rate that is also positive, but justified on entirely different grounds. Analyze and explain the fundamental difference between the justification for an individual's high personal discount rate and the ethical justification for a positive intergenerational discount rate in environmental policy.
