The bureau created a lexical change in their SIPP questioning, which asked individuals about ever-application and ever-receipt instead of just ever-receipt. Given the difference in question, expected numbers shifted. Of the 23.7 million individuals within the age range, 11.3 million received benefits, while 12.4 were denied. And of the latter, 3.2% were pending a decision. 

SIPP Changes by the Bureau of Census

According to the 2013 SIPP, denied and approved SS disability program applicants had similar outcomes in work, health, and economic well-being. Furthermore, subpopulations of the denied applicant group varied in those outcomes.
