Market Structure for Public Utilities

A developing nation is planning to provide electricity to a remote, sparsely populated region for the first time. The government is considering two approaches: (1) allowing multiple companies to build their own competing power lines and infrastructure, or (2) granting a single company the exclusive right to provide the electricity distribution network for the entire region.
