Mitigating the Insurance Information Problem

An auto insurance company is experiencing a high volume of claims. The management team cannot easily determine whether these claims result from policyholder carelessness (e.g., reckless driving, leaving cars unlocked) or from unavoidable external factors (e.g., hailstorms, other drivers' errors). Propose two distinct strategies the insurance company could implement to address this problem. For each strategy, analyze how it helps the company manage the consequences of being unable to perfectly distinguish between policyholder negligence and simple bad luck.
