President Nixon vetoed the original Rehabilitation act because he felt it was too costly and felt it was contrary to the economic goals of society. However, public protesting by the disability community finally led to the passing of the Rehabiliation Act. It is important to note that this was the first time the disability community became involved in asserting the needs for their population. Even so, the disability community did not have the opportunity to take part in any of the legislation itself.

How can the able-bodied community decide what is necessary, or of equal right for the disability community when they do not encounter these lived experiences? Well, I do not believe they can, at least ethically. This is because there are many aspects of life that are taken for granted and can easily be overlooked if accessibility is not a social challenge for the policy makers.
