When thinking about where we learn and instate social norms, it comes from macro-level systems which get reinforced through social interaction. Because the medical model was widely accepted during the time of the formation of the disability civil rights movement, social beliefs reflected the way society undersood and reacted towards peopple with disabilities. 

The Traditional Plausibility Structure Results in Oppression and Exclusion of the Disability Community from Society

When thinking about the ways society operates, norms and policies are implemented to serve the majority. However, this leads to inequities for those who do not fit the social construct of “normal''.

The plausibility structure refers to sociocultural beliefs and practices that imply certain meanings to various constructs. Therefore, in terms of disability, the plausibility structure describes normalized sociocultural norms and attitudes related to impairment. These beliefs can be prosocial or prejudicial.
