Policy Design and Non-Monetary Unemployment Costs

A government is debating the structure of its unemployment benefits program. One proposal is to offer very high benefits for a short period (e.g., 3 months). An alternative proposal is to offer lower, but still adequate, benefits for a much longer period (e.g., 12 months). Evaluate which proposal is more effective at achieving the dual goals of providing a financial safety net and encouraging a swift return to work. Your evaluation must be centered on the economic role of the non-monetary (psychological and social) costs of being jobless.
