Policy Instruments for Environmental Protection

Imagine a large, shared lake is suffering from pollution caused by numerous factories along its shore. Each factory finds it cheaper to dump waste into the lake than to treat it, even though the collective pollution is harming the local tourism and fishing industries. Analyze how two different government policies—a per-unit tax on waste dumped and a strict limit (quota) on the total amount of waste allowed—could address this problem. In your analysis, compare the mechanisms through which each policy aims to change the factories' behavior.
