Policy Recommendation for Pollution Control

Imagine you are an economic advisor to a government whose primary goal is to reduce pollution from a specific industry to a predetermined level. A secondary, but important, goal is to minimize the direct financial cost imposed on the industry's producers. The two policies being considered are: 1) a per-unit tax on pollution, and 2) a strict limit (quota) on the total amount of pollution allowed. Both policies are calibrated to achieve the exact same reduction in pollution. Which policy would you recommend to the government? Justify your recommendation by comparing the financial consequences of each policy for both the producers and the government.
