Reconciling Social Benefit and Private Provision

A local community radio station is considering broadcasting a special program. The program is a public good, and the total benefit to all listeners is valued at $75,000. The cost to produce and broadcast the program is $40,000. Because it is a public good, the station cannot effectively charge individual listeners and finds it impossible to generate enough revenue from advertising or donations to cover the $40,000 cost.

In your response, first, calculate the net social benefit of the program. Then, analyze the conflict between the socially optimal outcome and the private firm's decision. Finally, propose and justify one specific policy action a local government could take to ensure the program is broadcast.
