As a result of civil society repression in Venezuela, the only civil society actors allowed to operate are those that support Chavismo, leaving little room for would-be revolutionaries to operate in CSOs. CSO participation has declined under Chavismo, depriving citizens of the resources and organizing capabilities that such organizations provide and thus making a civil society-led revolution unlikely.
