Retained Monetary Autonomy in Target Exchange Rate Regimes

Countries that participate in target or shadow exchange rate regimes, such as the ERM, retain a degree of national monetary policy autonomy. This is because, unlike in a permanently fixed system, they preserve the option to allow their exchange rate to change.
