Section 92 states that a senior educator must oversee handicapped children at each school as well as a School Intervention Team to provide them the necessary support and provisions.

Section 95 states that all teachers must receive some form of special needs educational training.

After the National Commission on Education (NCE) in 1993 concluded the lack of support for children with special needs needed to be addressed, the RNPE was established and serves as the major policy guide for the issue. It aimed for equality in educational opportunities and integration of students with special needs with their peers in regular schools.
