Rivalry in Negative Externalities

A city is facing two distinct problems: 1) Widespread air pollution affecting all residents, and 2) Severe traffic congestion caused by a limited number of cars being able to occupy the downtown streets at any one time. Analyze both problems using the economic concept of rivalry. Explain why one of these 'bads' is considered non-rival while the other is rival in consumption.
