Set a preferred service area for each technician

Assigning each technician a preferred service area is a practical dispatching rule. A service area may be a cluster of neighborhoods, a set of postal codes, or a distance band centered on the technician's base. When combined with a maximum travel-time limit, this approach can reduce unpaid driving, make schedules easier to predict, and improve worker satisfaction.
