Sir Francis Galton and Normalcy

In Sir Galton’s view of normalcy, statistics, and human evolution, the so-called best of every category should define that category- not the mean or what might be defined as normal. Galton developed a ranking system wherein those of high intelligence rank at the top, those of normal intelligence rank in the middle, etc. According to this ranking system, the “ideal” in the evolution of the human race is always ranked near the top and therefore should hold more influence when societal decisions are made. This research led directly into the development of the intelligence quotient and IQ testing.
