The Daycare Late Fee Paradox

A daycare center was having a problem with parents arriving late to pick up their children. To solve this, they introduced a small monetary fine for late pickups. Surprisingly, after the fine was implemented, the number of late-arriving parents increased. Using principles of motivation and exchange, explain why introducing a financial penalty might have had the opposite of the intended effect.
