The Employer's Constraint

A powerful landowner is the only employer in a remote village and makes a single 'take-it-or-leave-it' employment offer to a potential farm worker. Recently, the government established a program that provides this worker with a basic subsistence income if they choose not to work for the landowner. How does the existence of this government program fundamentally constrain the offer the landowner can make? Explain the minimum condition the landowner's offer must satisfy to be accepted.
