The Inventor's Dilemma

An inventor creates a new, highly efficient water purification device. However, they live in a region with no legal system to protect or recognize ownership of new ideas or designs. If they begin to sell the device, anyone can legally copy the design and sell it themselves. Based on this situation, explain why a commercial market where the original inventor could earn significant profits from their unique creation is unlikely to form.
