It is understandable how for an organization like the National Black Women's Health Program that came up through the HIV/AIDS epidemic when there was a flat-out governmental public health denial of the epidemic for a long period of time, that led activists from organizations like Act Up and activist David Wojnarowicz to come up with messaging including "If I Die Of AIDS - Forget Burial - Just Drop My Body Off On The Steps Of The F.D.A.," that the ADA may have seemed like just another way the state would appear to be offering protection and economic opportunity to Black disabled people just to have people left between bureaucratic cogs.
