In 2002 the National Black Women's Health Project changed its name to the National Black Women's Health Imperative. This name change signified a larger organizational shift that had been in the works since 1996 from moving away from self-help and practical resource services to federal advocacy.

By the 2000s the NBWHP became increasingly focused on policy change and securing federal funding. There was also an understanding by the 2000s that the NBWHP could not measure the effectiveness of self-help, something that was required for federal funding and was not able to replicate the model for larger groups of women. There was also an understanding that while self-help was groundbreaking in the 1980s by the 2000s there were multiple self-help models.
