The Paradox of Collective Action

Consider a scenario where a group of farmers can voluntarily contribute to a shared irrigation system. The total benefit to the community if the system is built is significantly greater than the total cost. However, the predicted outcome is often that the system is not built. Analyze this situation from the perspective of an individual, self-interested farmer. Explain why their rational decision-making process leads to a collectively suboptimal outcome.
