The Paradox of Obsolete Technology

A new manufacturing process is developed that can produce 100 widgets using 5 units of labor and 5 units of capital. The old process required 10 units of labor and 6 units of capital to produce the same 100 widgets. Despite the clear input savings of the new process, a factory manager in a particular country decides to continue using the old process. Explain the specific economic condition that would justify the manager's decision to stick with the seemingly less efficient, older technology.
