The Policymaker's Dilemma: Efficiency vs. Well-being

A policymaker makes the following statement: 'My sole objective is to maximize the well-being of our society. Therefore, I will only approve policies that result in the highest possible sum of consumer and producer surplus in the affected markets.'

Critically evaluate this policymaker's approach. In your evaluation, explain at least two significant reasons why this method might fail to achieve the stated objective of maximizing societal well-being, providing a hypothetical example for each reason.
