The APA initiated revisions of the DSM while working with the WHO to promote uniformity on the development of mental disorder section of International Classification of Disease (ICD-8).

In 1968, the American Psychological Association (APA) published the DSM-II in an effort to revise the first edition in accordance with 1960s overall challenges to the concept of mental illness. Due to critiques and arguments from psychologist, sociologists, activists, and others, this version resulted in broad and vague interpretations of symptoms that resulted in a lack of consistency in diagnostic practices.
