Libra is value backed in to tiers. The first is single-currency stablecoins in US dollars, British pounds, euros, and Singapore Dollars, referred to as Libra$, Libra €, etc. Beyond this is a global stablecoin (LBR) that is a basket of those single-currency stablecoins. So Libra is available through many individual currencies but LBR is the catch all of stablecoins, remaining backed by its own stablecoins which are backed by different currencies.

Value Backing of Libra

This layer is where the various stablecoins as well as Libra are made available to retail payment providers through dealers and market makers. This layer is virtually on top of the final layer and is the step beforehand.

Wholesale Payments Layer of Libra

This is the layer after the wholesale payments layer and it is the one where payment service providers make LBR and single-currency stablecoins available to retail clients to actually use in payment.
