The plan accepted the International Classification of Functioning, Disability and Health (ICF) - seen as as the greatest tool for disability policy change and was endorsed by the World Health Organization (WHO). The ICF pushes for the integration of a “biopsychosocial model” to bring together all aspects of human health. The new classification system aimed to standardize methodologies, eligibility criteria, and concepts to allow for greater visibility on disability issues.

Provisions for the Most Disadvantaged (PAIPDI)

The PAIPDI does not include viewing disability issues through a gender lens, which could prove to be disadvantageous to disabled women. The only criteria dictated is for those with "severe functional limitations," which too raises concerns of creating a smaller category of people known as "deserving disabled."

Shortcomings of the PAIPDI

The PAIPDI seeks to accomplish its goal of becoming the "turning point" by: 1) shifting from the understanding of disability from a purely medical standpoint to one with the consideration of the social and physical environment, 2) given advances in scientific data, developing a more informed idea based on science and theory, and 3) establishing a universal vocabulary addressing disability

The CDA shows a focus on the use of metaphor in text, particularly the framing of the PAIPDI as the "turning point" in Portugese policy through the use of a new definition of disabilities and vocabularies as such. Uses of terms such as "innovative," "radical," and "reorientation," emphasize this "paradigm shift." Emphatic terms also show a administrative commitment to the plan's promises.
