Airport Noise and Property Rights: An Evaluation

A new airport is planned next to an established residential neighborhood. The airport will generate significant economic benefits, but the noise will reduce residents' quality of life and property values. Assume the airport and the residents' association can negotiate a solution without any costs. First, analyze the two potential negotiation outcomes: one where the airport is granted the legal right to produce noise, and one where the residents are granted the legal right to quiet enjoyment of their property. In your analysis, explain how the final, efficient level of noise might be the same in both scenarios, but the financial consequences for each party would be drastically different. Finally, evaluate which initial assignment of rights you believe is more equitable and justify your reasoning.
