Consider a strategic interaction between two farmers choosing a pest control method. The current situation is that if both farmers independently choose the option that is best for them individually, they end up with a worse outcome for both of them than if they had coordinated on a different, more environmentally friendly choice. Propose one specific change to the context of their decision (such as a new government policy or a change in technology) that would align their individual self-interest with the mutually beneficial outcome, and briefly explain the mechanism through which your proposed change would work.
