Analyzing a Public Policy Change

A city government decides to ban all private vehicle traffic in its downtown district to create a large pedestrian-only zone. This policy leads to cleaner air and a more pleasant walking environment for many residents and tourists. However, it also significantly increases commute times for some residents who work downtown and forces local business owners to change how they receive deliveries, sometimes at a higher cost.

Analyze this situation from the perspective of an economist. Can we definitively say that the city's population, as a whole, is 'better off' because of this policy? Explain your reasoning by discussing the concept of individual preferences and how they relate to assessing changes in well-being.
