Analyzing Changes in Economic Rules

Consider two scenarios for an interaction between a landowner and a landless farmer. In Scenario X, the landowner can compel the farmer to work the land, providing only enough for her to survive. In Scenario Y, new rules allow the farmer to refuse any work offer, and if she does, she receives a basic survival income from another source. Compare the outcomes of these two scenarios. Explain how the distribution of the total output changes between the two scenarios and for whom the outcome improves or worsens. Finally, evaluate whether the change from Scenario X to Scenario Y makes at least one person better off without making anyone worse off.
