In a small, close-knit neighborhood, there is no local ordinance or law requiring residents to clear snow from the public sidewalk in front of their homes. However, after every snowfall, nearly every resident promptly shovels their section of the sidewalk. Analyze this collective behavior. Is it primarily driven by individual preference (e.g., each person just happens to enjoy shoveling), legal obligation, or a shared understanding of appropriate conduct? Justify your answer.
