Choosing a Healthcare System

Imagine you are part of a group establishing the rules for a new society. You must make your decisions from a position of impartiality, meaning you do not know what your future income, career, health status, or family needs will be. You could be born into wealth or poverty, be perfectly healthy or have a chronic illness.

Your group must choose one of the following two systems for funding emergency medical care. Analyze both options from this impartial perspective and justify which system a rational person would choose and why.
