Choosing a Quartermaster

A pirate crew has just overthrown their tyrannical captain and is establishing a new command structure. Their primary goal is to prevent any single individual from holding absolute power again. They must now elect an officer whose main function is to act as a check on the new captain's authority, representing the crew's interests and having the power to veto the captain's decisions outside of battle. Two candidates are proposed. Analyze the candidates and justify which one the crew should choose to best achieve their goal.
