Role of the Quartermaster as a Check on Captain's Power

To balance the power of the captain, pirate crews would democratically elect a quartermaster from among themselves. This individual held significant authority and could veto the captain's decisions, with the exception of situations during a battle. This role established a system of checks and balances within the ship's command structure.
